Professional Anti-corruption Training for Management Staff of Tertiary Education Institutions

The Hong Kong International Academy Against Corruption held a Professional Anti-corruption Training for Management Staff of Tertiary Education Institutions (TEIs) on 30 September 2025. With the support of the Education Bureau (EDB), the course was attended by 40 representatives from all TEIs in Hong Kong. It aimed to equip higher education leaders with professional knowledge and skills in corruption prevention, and to assist institutions in developing fair, transparent and compliant student admission systems, thereby building up Hong Kong’s status as an international education hub.

Through sharing by ICAC experts, case analyses and exchanges by senior admissions managers from local universities, scenario studies and group discussions, the course enhanced participants’ understanding of integrity management, risk detection and admission control mechanisms.

Speaker from The University of Hong Kong shared common cases of fake identities and how the institution applies artificial intelligence-assisted interview system to verify the identity and qualifications of non-local students, preventing imposter fraud.
Speaker from The Hong Kong Polytechnic University introduced the use of a cross-boundary academic credential verification system between Shenzhen and Hong Kong to improve the efficiency and accuracy of detecting suspicious admission applications.
Participants actively engaged in group discussions, exchanging practical experience on corruption prevention in admissions across institutions and exploring areas for improvement.
