Hong Kong x Greece: Further Elevating Cooperation to a Regional Level

This month, the ICAC and the National Transparency Authority (NTA) joined forces to extend the Professional Development Programme to a regional level, providing anti-corruption training for participants from countries across Europe, Asia, and Africa. Co-organised by the Hong Kong International Academy Against Corruption and the NTA, this Professional Development Programme is structured into two thematic pillars: law enforcement and integrity education.
The first phase of the programme, titled “Global Frontiers in Corruption Investigation”, took place on September 21 and 22. This two-day comprehensive practical course brought together approximately 40 frontline law enforcement officers from Greece, Cyprus, Hungary, Morocco, Romania, and the United Arab Emirates (the Countries).
ICAC Principal Investigator David Williams, along with representatives from the Operations Department, shared the Commission’s graft-fighting strategies, investigative techniques, case studies and expertise in financial investigations, aiming to enhance anti-corruption capabilities and fostering collaboration among Greece and its counterparts.
Phase 2, “Meaningful Youth Engagement (MYE) in Anti-Corruption Work”, followed from September 23 to 25. This 3-day programme brought together around 40 participants from the Countries, including representatives from anti-corruption agencies (ACAs), public institutions, civil society and academia, together with Greek youth leaders and students. Through experience-sharing by the ICAC delegation including ELITE Youth Leaders, interactive exchanges and hands-on Chinese cultural activities, participants explored MYE in anti-corruption from multiple perspectives.
At the phase 2 programme, the ICAC launched the new “Practical Guide for Youth Anti-Corruption Education: The Hong Kong ICAC Experience”. The Practical Guide serve as a practical reference for youth anti-corruption education worldwide. Apart from promoting the aforementioned guides, ICAC Principal Youth & Education Officer Kathleen Kwong Kar-yan together with representatives from the Community Relations Department, also shared the ICAC’s successful experience in youth integrity and anti-corruption education. They introduced how the ICAC has reformed its community engagement strategies by leveraging new technologies and digital platforms.
The ICAC will continue to work hand in hand with anti-corruption agencies worldwide, transcending geographical boundaries to tailor thematic training programmes for different organisations and strengthen global anti-corruption efforts.
