Recently (September 15 to 17), the ICAC’s representatives were invited to attend in a regional workshop for the Indian Ocean Islands in Madagascar, organised by the United Nations Office on Drugs and Crime (UNODC). The workshop focused on “Whistle-blower and Witness Protection”.

Success in criminal investigation and prosecution depends largely on the ability and willingness of witnesses to testify for the prosecution in criminal proceedings. Given that corruption investigations require utmost confidentiality and often involve highly sensitive information, the ICAC established a dedicated Witness Protection Unit as early as 1998, building decades of extensive experience in witness protection. 

During the workshop, the ICAC officers shared relevant Hong Kong legislation and experiences. They also chaired thematic panel discussions, facilitating in-depth exchanges with delegates from Madagascar, Maldives, Mauritius, Seychelles, and Comoros. The officers also assisted participants in developing and validating practical strategic frameworks.

This was the first time the ICAC shared its witness protection experience on an overseas platform. The ICAC will continue to actively contribute its anti-corruption expertise while working alongside global partners to combat corruption and build a clean world.
