ICAC and DoJ Deliver Anti-Corruption Training for International Delegates in Hungary

The ICAC Commissioner, Mr Woo Ying-ming, led a delegation to Budapest, Hungary from May 12 to 15. In his capacity as President of the International Association of Anti-Corruption Authorities (IAACA), the Commissioner hosted the IAACA's first regional anti-corruption conference in Europe. Following the successful conclusion of the conference, the Hong Kong International Academy Against Corruption (HKIAAC) leveraged its role as an international training hub to co-host a specialised anti-corruption training session with the Integrity Authority of Hungary for the delegates, drawing approximately 70 experts from various anti-corruption, law enforcement, and regulatory authorities worldwide.

During the training, the ICAC representative examined the Commission’s evolving journey in evaluating its effectiveness. The session illustrated how active engagement in international expert forums on new measurement methodologies broadens an agency's evaluative horizons, while highlighting how perpetual reflection, institutional resilience, and public trust underpin the ICAC's credibility as an adaptive anti-corruption agency. The Academy also invited a representative from the Department of Justice (DoJ) of Hong Kong to share Hong Kong’s robust legal framework and practical experience in transnational asset recovery and confiscation. The DoJ representative demonstrated how disrupting financial incentives ensures corruption remains a "high-risk, low-gain" venture, thereby translating theoretical effectiveness into concrete results that uphold the rule of law.

The training session not only deepened professional exchange among international experts but also injected new perspectives into global anti-corruption collaboration. Moving forward, the HKIAAC will continue to advance global anti-corruption capacity building through high-quality training and research, joining forces with other government departments to advance global anti-corruption capacity building, tell a good Hong Kong story, and work alongside international partners to build a just and corruption-free society.
