ICAC kicks off 2025 international co-operation with first-ever youth training programme for Anti-Corruption Bureau of Brunei

Expanding its anti-graft network to further international cooperation has always been a priority of the ICAC. Stepping into 2025, the Hong Kong International Academy Against Corruption (HKIAAC) co-hosted the first-ever capacity building programme on meaningful youth engagement in anti-corruption work with the Anti-Corruption Bureau of Brunei Darussalam (ACB) to assist the latter to engage young people in promoting integrity. The joint effort also marked the beginning of a series of initiatives to promote international co-operation for the year.

The four-member ICAC delegation, led by Debbie Ly Uyen-g, Assistant Director of Community Relations, had arrived in Brunei on Monday (January 13) to conduct a four-day training in collaboration with the ACB for local graft fighters and youth. The programme included a large-scale seminar attended by about 150 participants and a two-day interactive training workshop.

“The ICAC attaches great importance to promoting integrity among youngsters. The collaboration with the ACB marks a significant milestone as the Commission has taken its youth education to the international level. We will continue to harness the power of young people through training and experience sharing to achieve the shared vision of an incorruptible generation,” Ly noted.

In the training workshop, ICAC officers expounded on the Commission’s latest strategy of leveraging social media to promote youth integrity, and shared the experience in organising youth programmes and developing moral education resources. They also briefed participants on the professional training provided to ICAC’s new recruits. Participants also took part in creating various integrity promotion materials for social media platforms and planning youth activities.

Upon the invitation of the ICAC, representatives from the United Nations Office on Drugs and Crime (UNODC) also partook in the programme to promote the “Policy Guide for National Anti-Corruption Authorities on Meaningful Youth Engagement in Anti-Corruption Work” (the policy guide) to participants. The policy guide, jointly developed by the ICAC, the UNODC and the International Association of Anti-Corruption Authorities, served as a practical reference for the ACB to promote youth engagement in the fight against corruption.

Two tertiary students who are members of the ICAC’s “ELITE Youth Leadership Programme” were invited to join the ICAC delegation on this trip so that they could gain a deeper understanding of global anti-corruption issues. They took the opportunity to exchange with local anti-graft officers and youth representatives on the influence of young people in anti-corruption initiatives. The duo also shared how they equipped themselves to become future leaders with integrity by taking part in various training and activities arranged by the ICAC.

The ICAC delegation also met with Mr Xiao Jianguo, the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Brunei Darussalam, to give an update on the ICAC’s latest initiatives in international co-operation and to learn about the current development of Brunei.

The ICAC delegation will return to Hong Kong tomorrow (January 17) morning. Apart from Brunei, the ICAC and the UNODC are planning to host a regional youth anti-corruption training programme in Thailand in July, with a view to providing training for anti-corruption agencies in the Asia-Pacific region to further enhance youth engagement in graft fight.
